Arkham Asylum was created to hold metahumans in Gotham City. In Spring 2025, Arkham faced issues with security, leading to several escapes that caused people such as Cleavis Thornwaite to criticize Arkham and the United States' handling of metahumans in general.[2] In turn, these escapes gave rise to the A.R.G.U.S.' establishment of "Salvation", a place that would function as a prison for metahumans.[3]
