Mrs. Withers, also known as Donna Omicidio, is a renowned Evergreen gangster and boss of Marschall Saber.

In 1974, Withers watched Prison Physicals before an orgy, a film about women banging their fingers against steel bars from wall to wall. Ms. Withers eventually became a renowned Evergreen gangster, accompanied by her right-hand woman and bodyguard, Saber, in her criminal career, sparking a rivalry with the Lil' T's Gang for control of the city. Withers became a feared leader, becoming known as Donna Omicidio, as she was quick to kill those who touched her money.[1] She also became the owner of Withering Heights Nursing Home.[2]

Ms. Withers was called by gangster Scarapelli to an informal meeting at Axe Me Again, on the way she was accompanied by her bodyguard Saber, though upon arrival Saber expressed his displeasure at the way Cannon was looking at him, and Withers made him realize it was because of his costume, comparing it to a fusion of Rambo and Kermit the Frog.

Once reunited, Scarapelli explained to Withers that he had chosen the location because of the implied violence and the tension of both being on the street, however Vigilante suddenly attacked a henchman, prompting Withers to order Saber to kill him, but despite his efforts, he was defeated by Vigilante. Terrified by how Vigilante killed a man, Withers ordered a retreat from her wheelchair, so she was taken out by one of her henchmen.[3]

At night, Withers was in the pines receiving physical therapy until she learned that Vigilante had stopped by the nursing home to rip off the face of one of her guards, vowing to find the Controller and rescue his friend, Peacemaker. While the guard was taken to care for his face to be bandaged, Withers agreed to meet with Scarapelli in the morning.[2]

During the meeting, after ordering a thug to bar an elderly woman seeking care, Withers told Scarapelli what had happened, calling Saber to bring the guard with his bandaged face to explain what Vigilante had said. Scarapelli asked Withers what she suggested, and Cannon assumed he believed he had tricked her.

However, Scarapelli claimed Withers was unaware of the Controller's plans. To prove his credibility, he set out to take revenge against the Vigilante, calling it "phase two," shaking hands with her to cement their alliance. Withers saw that they both shared a shared hatred for the Vigilante and vowed to implement a "scorched earth" policy.[2]

As Scarapelli planned to give away the vehicles his gang stole, wanting to leave his crime in Evergreen, Withers accompanied him to announce cars at Evergreen Docks giveaway. However, as the meeting was in progress and people began to arrive, they were ambushed by Vigilante, who launched a rocket to try and wipe out the Controller's army, catching Withers and Scarapelli off guard. Withers believed Scarapelli had tricked her with the "scorched earth" plan, but Scarapelli was distraught at being unable to abandon his crime. Cannon and Saber soon apprehended him, and despite wounding him, Vigilante managed to escape.[2]

When the Evergreen Police Department went to investigate, Withers, along with Saber, Scarapelli, and Cannon, hid at a distance to keep watch. Saber, seeing the officers through a telescopic sight, asked Withers to let him shoot since there was still a lot of money on the docks, but she refused. Saber, however, reminded her that she used to be Lady Homicide, making her recall when she killed those who touched her money. Scarapelli emphasized how mistakes led her to collaborate with him, quoting Gandhi about how the truth never harms what is right.

When Scarapelli revealed he was having a fancy dinner to raise funds for his film, and that if Vigilante was going to destroy them, he'd have to go through the entire cultural elite of Evergreen, Withers asked him about his film, with Scarapelli describing it as a story about a federal penitentiary nurse coming to terms with her burgeoning sexuality, but Withers mentioned that it had already been done in the film Prison Physicals, but Scarapelli denied basing it on that film, and that his film was about self-discovery and loneliness. Withers jokingly told Scarapelli that he was reading books and authors to make a porn film, and she agreed to come to the dinner.[1]

Withers dressed in a formal suit and accompanied Scarapelli to the Fennel Fields investor meeting the following night, but as Scarapelli was about to kick off the event by announcing his intention to retire from the mafia, Vigilante burst into the establishment to blindside them again, warning the investors that they were working for the Controller to turn them into machines, which angered Withers, who was upset to hear her guardian tell her that Saber and Cannon in the back alley.

When Vigilante was about to use his chainsaw, Withers lunged at him to stab him, to which Vigilante recognized her as Donna Omicidio, however, Withers, deeply frustrated, expressed her displeasure with the fact that she had to kill them herself. After punching him in the face, she asked him who had told him about the robots in Evergreen, and he revealed that it was one of his henchmen who uttered "Con-Con" with his dying breath, from which he deduced that he was referring to the Controller.

As they continued to fight, Vigilante stated that he was surprised to survive Cannon's stab, but Withers downplayed this by kicking him against a booth, explaining that he was constantly stabbing himself. Withers had Vigilante look through the booth to show him that neither of them were robots, pushing him to the ground so Scarapelli could knock him out with a cover plate. As Vigilante collapsed, Withers attempted to stab him in the eye socket with a stiletto heel, but Scarapelli stopped her because she was going to soil herself, and they were forced to flee, knowing that the police were on the way.[1]

Withers and Scarapelli were caught off guard by their super-assassins, Cannon and Saber, who kidnapped their leaders to a factory and tied them to a chair in an attempt to usurp their criminal empire, as they sought to torture them into handing over their legitimate assets, revealing their romantic relationship and undercover work to create a criminal empire. Left alone, Withers expressed her frustration to Scarapelli, to which he compared Cannon to Billy Wilder, and convinced that they would be killed, Withers confessed to Scarapelli that his movie script had turned her on, which flattered him.[4]
