Following Leota Adebayo's public outing against Amanda Waller for recruiting human prisoners into Task Force X, the United States Congress ceased all operations related to the team. However, taking advantage of the legal loophole, Waller created Task Force M, which unlike the previous team, this new initiative involved non-human prisoners, thus circumventing Congressional restrictions.[1]
