Boravian-Jarhanpurian War[]
Following Superman's unauthorized actions against the United States' Boravian allies, Secretary of Defense Stephen Mori and the other agency directors attended a meeting with Lex Luthor at the Pentagon to discuss his proposal for PlanetWatch, a LuthorCorp organization that could be used against Superman and replace him as protector of the world. However, after a heated debate, Mori ultimately rejected Luthor's proposal.
After Superman thwarted Lex Luthor's plans and the Justice Gang decimated the Boravian Armed Forces, Stephen Mori and Rick Flag, Sr. watched a broadcast of the event at the Pentagon, with Mori commenting on metahumans taking over the world.[2]
Salvation Discovery[]
Following the discovery of Salvation, Rick Flag, Sr. gave a presentation to Secretary of Defense Stephen Mori inside the Pentagon, requesting approval to establish a metahuman prison on the planet. During the presentation, Mori pointed out that the prison didn't seem like a punishment, but Flag didn't care, as he simply wanted dangerous metahumans removed from the planet. Mori commented on Flag's implementation of a plan similar to Lex Luthor's, admiring him, while Sasha Bordeaux felt uneasy.[3]
