The Withers Gang was a group of henchmen in Evergreen led by Donna Omicidio.
History[]
Criminal Empire[]
Donna Omicidio rose to infamy as a powerful gangster in Evergreen, always flanked by her fiercely loyal bodyguard and right-hand man, Saber. Her rise ignited a fierce rivalry with Lil' T's Gang over dominance of the city. Withers earned a fearsome reputation and was soon known on the streets as "Lady Homicide"—a ruthless leader notorious for killing anyone who dared to interfere with her money.[1]
Ambush at Axe Me Again[]
Ms. Withers was summoned by Lil' T's Gang to an informal meeting at Axe Me Again, and was accompanied by her bodyguard Saber. Once reunited, Scarapelli explained to Withers that he had chosen the location due to the implied violence and the tension of both being on the streets, proposing an alliance, however Vigilante suddenly attacked a henchman, prompting Withers to order Saber to kill him, but despite her efforts, he was defeated by Vigilante. Withers was horrified by Vigilante killing a man, and ordered a retreat.[2]
Amendment with Lil' T's Gang[]

At night, Withers learned that Vigilante had visited the Withering Heights Nursing Home to tear off the face of one of Withers's guards, vowing to find the Controller at any cost to rescue Vigilante. While the guard was being taken to have his face bandaged, Withers summoned Anthony Scarapelli for a meeting the following morning. After ordering one of her thugs to block the entrance of an elderly woman seeking care, Withers told Scarapelli what had happened, calling Saber to bring the guard to reveal what Vigilante had sworn to him.
Anthony Scarapelli didn't understand what Withers was suggesting, and after assuming she believed he had tricked her, he claimed he knew nothing about the Controller, proposing they forge an alliance to defeat Vigilante. She accepted with a handshake upon discovering their mutual hatred for him, both pledging to implement a "scorched earth" policy.[3]
